The Medicaid and Medicare programs are implemented with the signing of the Social Security Amendments of 1965. The Medicare program is a social insurance program funded by the federal government that provides health insurance to people who are aged 65 or older or who meet other special criteria, while Medicaid provides medical coverage to the poor. This legislation also changes the definition of disability from “of long continued and indefinite duration” to “expected to last for not less than 12 months.”

Vocational Rehabilitation Act Amendments provide for 6- and 18-month extended evaluations to determine if more severely handicapped individuals might benefit from vocational rehabilitation services. This act makes it possible to provide many rehabilitation services prior to formal acceptance into a program and eliminates economic-need criteria for any vocational rehabilitation service (though states still retain the option of employing economic-need tests for training and physical restoration). The law also creates the National Commission on Architectural Barriers to Rehabilitation of the Handicapped (NCABRH).

The Autism Society of America (ASA) is established. ASA works to increase public awareness about the day-to-day issues faced by people with autism, advocates for appropriate services for individuals across the lifespan, and provides the latest information regarding treatment, education, research, and advocacy.

Congress establishes the National Technical Institute for the Deaf in Rochester, New York, to educate deaf children.
